Home NAS

#1
Would prefer rack mount. Wanted for time machine backup, backing up linux, windows and mac machines. Maybe running jellyfin or plex within the house. Hosting version control server (probably subversion and git). Would like to be able to seamlessly backup photos from android and iOS devices. Network is all gigabit. Expecting to pay someone like backblaze for offsite backups - don't really mind who, just not wanting to pay a great deal.
Happy to wait for the right second hand thing, and happy to be a bit flexible with timing and budget (e.g. waiting to see if there is an RS1223+) too.
Not really excited about maintaining, want to mostly just set and forget.

Yes, if you need something you can setup and forget, then Synology will be the best option. Any plus series model will give you ability to backup windows and other OS. This includes apple and android phones. We have not heard about new 23 series rack just yet. If you do need things like 4K transcoding have a look at Xeon based models.

I hope this helps.
