Yes, it is possible to sync data between two Synology NAS devices on different networks. There are several methods to do this, including:

Cloud Station ShareSync: This is a built-in feature on Synology NAS devices that allows you to sync files between multiple devices on different networks. You can set up a two-way sync between the two NAS devices, so that any changes made on one device will be reflected on the other.

Synology Drive: This is another built-in feature that allows you to sync files between multiple devices on different networks. It works in a similar way to Cloud Station ShareSync, but also includes advanced features such as file versioning and user access controls.

Synology Hyper Backup: This is a backup solution that allows you to back up data from one NAS to another. It supports multiple backup options, such as incremental backups, and allows you to restore data in the event of a disaster.

Third-Party Software: There are third-party software that you can use for nas to nas sync over the internet, such as rsync, Syncovery, GoodSync, etc. These software can help you to set up a two-way sync between the two NAS devices, but you will need to configure them manually and make sure that the network and firewall settings are correctly configured.

It's important to note that all methods above, except for Hyper Backup, rely on the files being encrypted before being sent over the internet, and the devices being able to reach each other over the internet, so make sure to set up a VPN connection or port forwarding on your router to ensure a secure and reliable connection.
