Yes, DS1621+ is a good NAS. It can also be upgraded with 10GbE card to speed up your data transfer speeds up to 10X. I need to check, you may be able to connect Drobo to Synology via US (not sure about this. Might need to format drives to EXT).
If you like USB/Thunderbolt speeds, there are few options like Terramaster, Promise, Pegasus, Areca.
The noise will be mainly generated from drives. If you have noisy drives inside Drobo, you should consider getting WD Red plus drives. Or maybe SSD + HDD combination.
