A little update from here.. I ended up getting everything setup EXCEPT the UPS. I first tried an INTERNET550U because it met the specifications of other units on the list of "protocol 2010" and "usbhid". It didn't work, so I got a refund for it and found one from the list under the model ECO550UPS. This one also doesn't work. Exact same issue. TOS doesn't recognize it. I reached out on the TM forum and the replies are pretty slow.. they've also shut down their chat entirely (they just made it where it doesn't function -- rather than notify you). I found out they shut it down because of Chinese New Year, according to the employee on the forum.
They want to remote access the unit in order to resolve this. The directions in their help guide are incorrect, as there's no IP with a USB NAS and the OS doesn't allow you to save the configuration without entering an IP. I see what people mean about the OS, without even have used other NAS operating systems. The support can be a bit subpar as they are slow and don't speak English very well. It seems like it's more of a community effort of customers helping each other.
Amazon meanwhile has messed up. I selected monthy payments and they charged it all at once. I tried to get them to fix it, and they told me they cannot, and suggested I return the items and buy them again. Pretty crazy stuff.
I initiated returns and bought the F4-424 PRO again. Unfortunately I couldn't find more than 1 HGST 8 TB drive in new condition for a price that isn't excessively high from a seller that doesn't have poor ratings. I decided to try out two 10 TB Seagate Exos Enterprise drives instead. According to a website (which I'm not allowed to post a link to) by Seagate the 10 TB Exos E drives are CMR. They only costed $10 more (each) than the HGST 8 TB drives, but I found out Amazon (or TM) pulled a fast-ish one and switched the price on that F4-424 PRO before I ordered it and I ended up paying around $600 for it instead of around $550. This time I'm paying around $550. So I should be saving a total of $40 as a result, and getting 2 TB more storage under the current TRAID (RAID1) configuration.
