Thanks for your message! All the models you mentioned will support Plex, so you won’t have any issues with local streaming. Both the RS1221RP+ and DS1821+ should work well for that.
However, if you plan to do remote 4K streaming, you'll need a more powerful setup, ideally with a CPU around the 15,000 PassMark score for smooth transcoding. While local playback will be fine, remote streaming could be a challenge with these models if transcoding comes into play.
