Yes, DS923+ is AMD based which makes it terrible for streaming videos outside the home (4k). Local use is OK.
Overall performance is indeed better on ds923+.
The best drives are WD Red plus or Ironwolf (if you need free data recovery service).
With any of these NAS you can do everything you mentioned including having a media server.
The best RAID is SHR. This allows future expansion if you start with just 2-3 drives.
