Yes, TS-464 is capable of streaming 4K locally and transcoding 1080p for remote playback. Remote 4k to 1080p transcoding would require TS-674 with i5 inside.
The ts-464eu is indeed the same spec NAS in the shape of rackmount. The only thing that matters is the CPU inside. Performance therefore would be identical to desktop model.
But you will get much more noise thanks to those loud fans.
